I LEFT EVERYTHING I OWN IN ONE PIECE." Pirates are the criminals of the oceans, organized and otherwise who fly under the banner of a jolly roger. They are an enemy of the World Government and live a life in conflict with the Marines. Rather than fall in line and sacrifice their freedom, they seek wealth and power and will use any means necessary to achieve that status. They earn their infamy plundering and pillaging the cities of the world, running wild against the rule of the civilized society. Bounties offer rewards for their capture, though many flee in fear of their lives when a pirates docks openly in their ports.
YONKOU Since the death of Gol D. Rogers, there has yet to be another to claim his throne as the King of the Pirates. Still, a hierarchy has been engrained in the world of pirates through his conquest. The Yonko are the four most notorious and powerful pirate captains in the world, each ruling their own domain throughout the Grand Line. Three infamous yonko were wiped out with the pirate uprising, their replacements allies against the marines, though the forth is yet to reveal themselves.
■ WORLD GOVERNMENT "OUR WORD IS LAW, OUR FISTS IRON, OUR JUSTICE ABSOLUTE." Established over 800 years ago, the World Government is a political organization ruling the majority of the world at large and controlled by the Gorosei—five men serving as the figureheads and decision makers of the world government, which encompasses Marines, Cipher Pol and the pact made with the Shichibukai. MARINES & CIPHER POLThe Marines serve as a naval force, tasked with law enforcement, international security and military operations of the World Government. They operate on a linear hierarchy with clear channels of communication between subordinates and their supervising officers. Authority is delegated to proven leaders, who expect their soldiers to obey orders for the sake of justice and order established by the World Government. Their presence is strongly felt throughout the world; many people looking up to the marines, while others accuse them of corruption and tyranny. From lowest to highest, starting Marine ranks are: Chore Boy, Seaman First Class, Chief Petty Officer, Warrant Officer, Lieutenant, and Captain. Promotion between the above stated ranks is dependant on the roleplayer as you can start at any of them. Ranks after captain, requiring IC merit for promotion are as follows: Vice Admiral, Admiral, Fleet Admiral.
Presumed inactive from recent years, most people don’t believe they exist, preferring the safe label of legend or myth. Cipher Pol is a collection of World Government organization who operate in secrecy. Behind the scenes, they are responsible for investigations, assassinations, and espionage initiated by the Gorosei. While they supplement the Intelligence Branch of the Marines, their main purpose is counter-insurgency—focusing on political threats to the World Government, they handle classified and top-priority assignments. ■ CIVILIANS “WE THE PEOPLE, FROM ALL WALKS OF LIFE, LIVING TOGETHER.” The civil class encompasses most people in the world, working day to day to pay bills and live a peaceful life. It also includes the kings, queens, and nobles of the world who live above the everyday stresses in the comfort of luxury. BOUNTY HUNTERS & REVOLUTIONARIES & ROYALTYThere is another class of citizens, ones who make a living hunting criminals for money. Bounty hunters collect bounties for different reasons. Some do it for the money, others want justice and many are seeking fame. Some even see their hunt as an opportunity to test their skill and challenge themselves. They operate outside the boundaries of other law enforcement and are often seen as no better or worse than pirates. However, they thrive on the criminal acts of pirates, without them, they’d never accomplish what they desired.
Beneath the veil of normal society, there is an organization of Revolutionaries who secretly conspire to overthrow the government. Their activity has diminished over the year, and their reach no longer allows them to stand strong against the World Government. While some still chase that glimmer of hope, most of the world has brushed off this group of miscreants as criminal low-lives.

[attr="class","infotemptop"] [attr="class","line"] [attr="class","infotemptitle"]MARINES IN DEPTH [attr="class","textbox"] [attr="class","textboxwords"] Being a much more structured and organized group, Marines require a tad bit more information than the other factions as outlined below. These outlines and information drops are to ease the lore as well as give you guys some insight to the happenings in Marine ranks. ■ SQUADS & UNITS marines operate in squads and units as opposed to Pirate Crews. While Pirates have the freedom to do whatever they like on the waters, marines are more restricted to their mission sets. SQUADS - Squads are at the lower level for marines, run by Captains. These 5 man squads(including the captain)
operate within the mission set and jurisdiction of whatever unit they belong to. There may be multiple squads in a unit with their currently being no limit to how many may exist within a base. Squads may consist completely of NPCs or PC's.
UNITS - Units are the big base stations that are typically located on MOST islands. These stations consist of several squads under the same mission set. Units are run by Vice Admirals who have the power to call all soldiers together or individually for various missions. While units serve specific mission sets, the squads subservient to the unit carry out those mission sets in various locations as determined by the Vice Admiral. ■ PROMOTION POINTS promotion points are a way for Marines to gain acknowledgment for the deeds and actions of the character. With each IC act of significance, the individual is granted promotion points that serve as a notification to staff of when a character is eligible for promotion. While 1 or 2 points are given out at a time, it isn't impossible to get more depending on the significance of the deeds. Some promotions don't require any promotion points and are instead appointed by staff based on IC and OOC merit. ■ STARTING RANKS To give you guys some details/fluff for your characters, not all Marines HAVE to start at Captain level. We allow you to start at Captain level because lower than that typically wouldn't really get too much shine in the One Piece canon - however that isn't to say you don't see those lower ranks. -CHORE BOY - The very bottom of the barrel rank on a ship. Chore boys are just that, individuals who do the chump work no one else wants to. They cook, clean, and handle the odd jobs that may come around on a ship but have such a small skillset that they aren't seen on the frontlines. Chore boys are those soldiers straight out of training, with little to no experience as Marines, so it'd be rare to see much power out of these individuals.
SEAMAN FIRST CLASS, CHIEF PETTY OFFICER, WARRANT OFFICER - Some of the first ranks above chore boys, this grouping of ranks serve to operate a multitude of different jobs on a ship while steering clear of a chore boy's bitchwork. This grouping of ranks distinguish themselves among each other through their varying jobsets with SFC(seaman first classes), serving as more combat oriented, less technical positions, CPO(chief petty officer) serving as the technical counterpart to SFC, and WO(warrant officers) existing as a mixture of both.
LIEUTENANT - The right-hand man to the Captain, lieutenants exist to lead the ship in the captain's stead. They're typically the next most competent person in the event a captain has to step down, allowing an acting position until a new captain is appointed.
CAPTAIN - The leader of the ship, Captains command their own 4 man squads(npcs or pc). At the Captain rank, Marines are capable of conducting missions and operating within the bounds of their mission sets either in their respective territories or outside if their mission so requires it(you can go wherever you want, if it makes sense to your personal thread, adventure, or actually requires you to be somewhere else). As the highest marine starting rank, captain's are given a starting ship of 5 slots(themselves included). ■ PROMOTION REQUIRED RANKS As opposed to the starting ranks, the below outlined ranks can only be acquired ICl'y through various means VICE ADMIRAL - Vice Admirals are leaders of entire units. As the leader of the unit they have the ability to gather captains of their base at a moments notice as well as command any rank below their own. Although they are given command of entire bases, Vice Admirals, like Captains, have the freedom to move about wherever they please(though it would be more beneficial to the Vice Admiral to stick around their territory/mission set). Once a character is promoted to VA they are given 20npc's at their command as well as access to the untis below themselves. VA's may not be started with, but with proper IC merit & staff approval, a character may be selected by staff for a promotion to Vice Admiral. A character of any of the starting ranks may be promoted to VA in this method. With the second promotion method, characters are required to have 5 promotion points and there be a valid opening before being promoted up to the position.
ADMIRAL - Admirals are rulers of the sea with their only being 4 in the entire world. With free reign to command any of the ranks below their own, Admirals are outranked only by the Fleet Admiral. They adhere to no strict mission set and are free to pursue their own ideals of justice wherever they wish. Promotion to Admiral would require a Vice Admiral to reach 20 promotion points as well as approval of the staff.
FLEET ADMIRAL - The 2 Fleet Admirals of the marines are the complete leaders of the water's fighting force. They have control over every squad, unit, base, and soldier wearing a marine uniform. Fleet admirals only rear their heads in a fight when extreme powers or situations call for it. As the strongest soldiers of the marine force, Fleet Admirals are typically never seen in simple scuffles and altercations. Where once their numbers rivaled that of the Marines, the revolutionary numbers have dwindled as of late. For the time being, ICLY, the Revolutionaries are rebuilding their ranks. Until a time comes when we have an adequate number of PC revolutionaries driving plots on site, they will be reduced to small bands of individuals acting on orders from special NPC's, PC's, or staff. ■ GENERALS Black Beetle & Spider are the current leaders of the Revolutionary Army(both NPC). Though they choose to remain anonymous and have taken to hiding, the leaders have begun mobilizing their commanders in various countries. ■ CELLS With their numbers reduced so low, Revolutionaries work in small cells. CELLS - A revolutionary cell is a 3 man(PC or NPC) squad lead by a Team Leader. Due to their small numbers, cells are typically utilized for stealth type missions, though it isn't necessarily rare to see them do more. Revolutionary cells mobilize at the whim of their team leader which receives their orders from a commander. Like all revolutionaries, cells aren't restricted to any one location but may conduct long-term missions in a particular area. ■ PROMOTION POINTS are a way for Revolutionaries to gain acknowledgment for the deeds and actions of the character. Anyone may begin as a Team Leader or just a general soldier. As a soldier, you report to your Team Leader for missions and and deployments, operating under whatever guidelines they give you. Although it isn't uncommon to work with other Cells, Team Leaders must establish some means of verifying each other's identity prior to giving away their identities. Team Leaders are given 2 NPC characters to lead in their cell. ■ PROMOTION RANKS These ranks/titles are unable to be started with from creation and must be earned through promotion from previous ranks. COMMANDER - The head of three separate cells, the Commander has control of over 10 individual Revolutionaries. The Commander may mobilize and deploy the cells under his command at will for various reasons, but most often conducts operations on their own. The commander isn't restricted to any set location but may specialize in a particular mission set. It's thought that Commanders are equal in strength to Marine Admirals. Promotion to Commander requires 20 PROMOTION POINTS and approval by staff.
GENERALS - The Revolutionary Army is lead by 2 separate heads. These generals have full control over all aspects of the army and often do not get involved in dealings outside of planning. To ensure Revolutionary leadership does not topple, both leaders are never in the same place at the same time. Revolutionary general requirements have yet to be discussed by staff, there are no set numbers at the moment.
