Billy is a man of unshakable confidence. Confidence granted to him by his faith in his long time lover, Jackie Barnes, the woman he calls his Goddess of victory. As long as she smiles upon his heart, he will stand on top of the world. In fact, the whole reason he joined the marines was so that he would be able to protect her physically as much as she protects him emotionally. His limitless dedication to her overflows to his loyalty to the marines and the people under their protection. Rather than see an innocent harmed, Billy would throw his body in the way of even the most lethal damage, banking on the love of his Goddess to protect him. In an effort not to tarnish the reputation of his Goddess, Billy keeps himself on the strict path of honor and chivalry. He always treats opponents and strangers with the utmost respect, even if they do not reciprocate his attitude. Billy is always looking for ways to spread the love he experiences, always willing to help out a friend or an enemy when they are in a tight spot, and constantly trying to help reform criminals than just punish them. While all these traits and his endless font of love are good things, they also bring about flaws. Billy lacks a real killer instinct, never wanting to go overboard and take the life of another person when what they really need is some good loving and to be shown true trust. Trust and love not everyone deserves, leaving Billy a very gullible person. He can also get on peoples nerves very quickly with all his talk of love and the perfection that is Jackie Barnes. She is always at the forefront of his conversational topics and he is always willing to converse. On that note, he is also always looking to make people's lives as perfect as his own, to the point of constantly meddling in the lives of people he thinks are too imperfect. Meant in the nicest way of course, but he is constantly trying to set up friends or acquaintances and reprimanding people's poor life choices. To wrap things up, all of his dedication and devotion to his Goddess of Victory has left many viewing him as a man obsessed. Which is perfectly valid, as there have been times when an off-handed comment about his Goddess' looks or weight have ended in the typically peaceful Billy lashing out in defense of her honor, even against other marines.

His parents, a couple of shipwrights, tried their best to reign him in. They taught him the family craft, and he was actually very skilled at the task, but it wasn't going to be exciting enough for the man at the time. It wasn't until he went to see a wrestling event that things turned around in his life. It was there that he met his Goddess, Jackie Barnes, the female wrestling champion at the time, known for crushing opponents under her unnatural girth and taking hits that would knock out a normal person unconscious. He took the chance to talk to her and soon the two were inseparable. She wasn't a woman that took the usual crap he gave people, and was quick to put him in his place, overpowering him like no woman could. He began to rely on her for happiness and was determined to keep her safe at any cost. When the opportunity came up for him to join the marines, he finally manned up and took up the uniform. Jackie was so proud of him that the two made a vow to marry should he ever reached the rank of Admiral.
