Expand the bounty system. While this benefits all players in some way, pirates have the most to (lose) gain out of their being some sort of system in place for it. Establish threat levels or something, where when you reach that categorical level, then you have some benefits or losses. For example, globally anyone who reaches that level could say, get noticed more in towns easier. Not be allowed in direct big towns even, etc. For pirates perhaps having this big bounty on your head being a World-Level threat or something results in npc/pirates fearing/respecting you more, being willing to follow you. The actual applications of a system can add a ton of dynamic capabilities to just RPing in general. This complements literally every 'class' in some way.
I say all this knowing fully that bounties are given on a case-by-case basis (and killing PCs isn't a top bounty bringer, required, or even wanted). I just want to emphasize (lest I be automatically categorized) that the point is to increase the amount of story opportunity having more notoriety from being wanted gives from a mechanical standpoint.

So there will be an actual IC black market that is going to drop within the next few events. It'll be styled in a way that'll feel like a true black market where not everyone will have access to it. To get to the black market, one would have to seek out a recruiter or one would find the character themselves - after a modded quest, the individual will be given access to the black market. Here's where we'll need members to keep pursed lips because the identities of black market characters will be kept under wraps. You won't be given any special title and there'll be no indication of your involvement with the market to the general public. There might even be password protected boards and threads of meetings and other black market events. On the market, there'll be a variety of special items and regular items at discounted prices - but before any of that can be achieved, staff have to see effort on the member's part to get access. So there is a loosely defined bounty system that isn't available to the public. Adding in the threat levels could be a possible addition - it's something we had initially wanted to use, but faded it out before we started the beta because Booze N' Booty used it. When it comes to being noticed in towns, having npc's follow you, and being feared, these aspects are more up to the roleplayer to write out to be honest. We're close to rolling out the first few bounties so soon as those get dropped you guys'll be able to see how it'll work. As far as being disallowed in towns and whatnot, that aspect will be something controlled by the leaders of the location. Royalty as well as mayors/whoever's in charge of a location will have full control over who's allowed in & out as well as actions taken against certain factions inside. There's a lot more systems, guides we have in store that we'll roll out over time, we just didn't wanna smash the site with a shitload of reading from the get go.
